利用2001-2014年的省级数据,检验了土地供地结构在城镇化与产能过剩关系中的调节效应。结果显示:在城镇化进程中,建设用地供应中工业用地占比越高,越容易刺激制造业要素粗放投入,进而对产能过剩产生助推作用;住宅和商服用地占比越高,越有可能使城镇化发挥扩张需求作用,可相对弱化城镇化对产能过剩的刺激。因此,要避免城镇化过快造成的产业效率损耗,除了控制土地供应总量,还须从结构上优化土地使用类型,适度降低工业用地在新增建设用地中的比重,杜绝对工业园区的过度规划和“以地招商”。
Using provincial data from 2001 to 2014, the regulatory effect of land supply structure on urbanization and overcapacity was examined. The results show that in the process of urbanization, the higher the proportion of industrial land in the supply of construction land, the easier it will be to stimulate the extensive investment in manufacturing factors, which in turn will have a boosting effect on excess capacity; the higher the ratio of residential land and commercial land, the more Urbanization may play a role in expanding demand and may relatively weaken the stimulation of urbanization overcapacity.
