Guangshen Railway Company is the first pilot enterprise to carry out road construction and comprehensive contract reform in the whole road. Since its inception in 1984, we have used the three policies provided by the government, namely, increasing profits, keeping the regional tariffs and foreign exchange retention, reforming the operating mechanism and focusing on internal management to win high-speed construction, high service quality and high economic efficiency . At the time when the company was founded less than three years ago, the Company has utilized its own funds to accumulate funds and doubled the double-line of the Guangzhou-Shenzhen railway one year in advance to increase its comprehensive transport capacity. Since 1987, the number of passenger trains has increased from 7 to 28 and the number of freight trains has increased from 11 to 26 pairs. This has resulted in a shift from restricted transportation to basic adaptive transportation. In the last four years after the “Sept. 5,” the average annual growth rates of passenger and freight deliveries and cargo access were 13.2%, 13.5% and 10.6% respectively, and the transportation revenue and foreign exchange earnings for four consecutive years
