党的十八届三中全会出台《中共中央关于全面深化改革的决定》,开启了我国改革的新篇章,国有企业改革作为经济改革的核心环节,又一次被推到了我国经济生活的风口浪尖,国企存在产权单一、所有者缺位,机制僵化、效率低下,人才匮乏、竞争力低下,历史包袱沉重等问题,国企改革要从推进产权多元化、完善内部激励机制、建设高素质人才队伍、解决历史包袱等方面入手。
