为了解淮河流域农村改水工作的状况和不同层面人群的态度与需求,于2009年10月在淮河流域选择5个行政村(4个已经实施改水工程和1个尚未实施改水工程)进行调查,分别对村委会负责人和农民进行访谈。结果显示,4个行政村的改水工程资金分别来自国家专项改水项目、人畜饮水工程、村民集资和商业投资公司;改水工程由行政村所在地县、乡政府招标,村委会组织或投资公司组织施工;4个改水工程中的3个出厂水未经净化、过滤、消毒工艺处理,3个实行24h供水,均无定期水质检验;管网入户费280~1 200元/户;水费的缴纳方式有计量收费、按人口收费和按户收费,计量收费的价格1.5元/t;村民家庭安装、使用自来水的主要原因是改水工程的实施;用水量为20.4~54.4 L/(人·d);村民认可的合理水价为≤2元/t。表明该调查地区农村自来水网的运行、管理模式具有多样性,小型化、低水平处理工艺是农村改水工程的主要形式,目前运行的自来水网基本能够满足用户的用水量需求,但供水保证率尚未达到基本安全的相关国家指标要求。
