借鉴国外高校、科研机构等的管理实践经验,加强我国专业技术人员兼职兼薪活动的规范,促进科技人力资源和科技成果的有序流动,对提高科技创新效率和效果具有重要意义。专业技术人员的兼职兼薪行为有着社会的广泛需求,在一定程度上实现了社会整体人才资源效益的最大化,促进了科技成果的转化和利用。但是,我国目前专业技术人员的兼职兼薪管理较为滞后,需要进一步加强对专业技术人员兼职兼薪活动的规范,促进科技人力资源和科技成果的有序流动,提高科技与经济结合的效率和效果。
