The development and commercialization of new technologies are important to the global eco-nomy. In this paper, the author first addresses Small Business Innovation Research(SBIR) background; then, implicitly defines SBIR; finally, I also analyze the impacts of small business innovation research programs. There are four aspects: entrepreneurial orientation; environmental factors; organizational factors and performance.
