社会主义市场经济的发展,促进了我国公民物质生活和精神生活水平的提高,公民出入境流量逐年递增。富裕起来的人们有的向往出境旅游,有的热衷于出国留学,还有的人拟到境外投资或经商,甚至通过涉外婚姻、涉外收养、技术移民等合法途径定居国外。因而如何服务改革开放大局,把握时代发展脉搏,顺应群众的正当要求,拓宽出国出境渠道是摆在我们管理机关面前的重要课题。开放之初,公民申请出境时一般都有其境外亲友邀请并提供经济担保。但鉴于相当一部分想出国的公民在境外并无亲友,出入境活动中的中介机构即移民中介机构(此处移民泛指定居和非定居)在各地纷纷应运而生。中介机构或个人,主要通过为当事人提供法律咨询、联系学校、有偿担保、移民打分、提供材料等服务来收取报酬。
The development of the socialist market economy has promoted the improvement of the material and spiritual life of our citizens and the flow of citizens’ entry and exit has been increasing year by year. Some of the wealthy people are longing for outbound travel, some are keen on studying abroad, while others are planning to invest or do business abroad. They even settle abroad through legal channels such as marriage-related marriage, foreign adoption and skilled migration. Therefore, how to serve the overall situation of reform and opening up, seize the pulse of the development of the times, comply with the legitimate demands of the masses, and broaden the channels for going abroad for overseas trips are an important issue before our management organs. At the beginning of opening up, citizens generally have their overseas relatives and friends invited to provide economic guarantees when applying for leaving China. However, given that a considerable number of citizens who want to go abroad do not have any relatives or friends outside the country, immigration intermediaries (immigrants referred to as settlements and non-settlement hereafter), have emerged in different places. Intermediary agencies or individuals, mainly through the parties to provide legal advice, contact the school, paid security, immigration scoring, providing materials and other services to receive remuneration.
