最近,深圳市一届人大二次会议通过了该市国民经济和社会发展十年规划,确定今后向更高层次的开放模式发展,为此,深圳将积极作好以下工作: 一、积极争取各方面的支持,尽快将一、二线管理(即开放深港边界管理线、管好特区与内地分隔线)的设想变为现实;在特区范围内,逐步实行中央规定的有关特别关税措施。二、努力探讨实行新的货币和外汇管理体制,适时放松特区与境外外汇资金流动的管制,改变特区目前外汇结汇方式,对特区企业自产品出口免办结汇手 Recently, the second session of the Shenzhen Municipal People’s Congress passed the ten-year plan for national economic and social development of the city and determined that it will develop towards a higher-level opening-up mode in the future. To this end, Shenzhen will actively make the following efforts: Support the proposal to first and second-tier management (that is, to open up the Shenzhen-Hong Kong border management line and manage the separation line between the SAR and the Mainland) as soon as possible; and gradually implement the special tariff measures stipulated by the central authorities within the scope of the SAR. Second, efforts should be made to explore the implementation of a new monetary and foreign exchange administration system, to relax control over the flow of foreign exchange funds between the SAR and overseas countries in due course, to change the current mode of foreign exchange settlement in the SAR, and to exempt the enterprises in the SAR from exporting their products for export
