采用定性研究(半结构式访谈、专题小组讨论和关键人物访谈)和定量研究相结合的方法,深入了解当前新型农村合作医疗实施后农村卫生人力资源所面临的问题与挑战,同时了解卫生主管部门对改善农村卫生人力资源现状的有关意见与建议。目前的农村卫生医疗机构在新农合实施后病人数和职工数都有不同程度的增加,但由于各级政府对农村卫生医疗机构投入有限,工资福利低、工作环境差等原因卫生人才下不去且留不住,农村卫生人员缺乏进修培训的机会,难以适应新形势等。建议:政府要加强探索开发农村卫生人力资源的新途径,全额负责乡镇卫生院人员工资和公共卫生经费,加强农村卫生人员的继续教育培训。
Through the methods of qualitative research (semi-structured interview, focus group discussion and key person interview) and quantitative research, this paper deeply understands the problems and challenges that rural HRH faces after the implementation of the new rural cooperative medical system, and at the same time, Relevant Opinions and Suggestions on Improving the Present Situation of Rural Health Human Resources. However, due to the limited investment in rural health and medical institutions, low wage and welfare, poor working environment and other reasons, the current rural health and medical institutions have increased their numbers of sick and disabled workers after the implementation of the new rural cooperative medical system. Go and could not stay, rural health workers lack of training opportunities, it is difficult to adapt to the new situation. Suggestions: The government should strengthen the exploration of new ways to develop human resources in rural areas, take full charge of township hospital staff salaries and public health funds, and strengthen rural health personnel’s continuing education and training.
