湖北省十一个机构改革试点县之——南漳县,机构改革后,机构和人员大幅度减少。南漳县是山区县,和发达地区相比,虽资源丰富,但交通不便,信息不灵,经济不活,人民不富。为改变落后状况,南漳县加强专业技术人员的继续教育,舍得从物力、财力上投入,满足继续教育工程的需要。他们除从山区实际出发制定规划,确定学习重点外,还加强继续教育的制度化建设。根据国家和省的有关法规政策,对山区县的专业技术人员继续教育的指导思想、对象、内容、形式、时间、经费、师资、基地建设、登记制度、管理分工、领导以及奖惩、聘用、工资升级等问题作出明确规定,以便在实际工作中有所遵循。
