信用服务业作为知识和技术密集型的新兴服务业,具有经济社会效益好、企业边际成本递减、行业自律要求高等特点,发展潜力巨大。从国外看,信用服务业的发展主要有以美国代表的“高度市场化”模式、以欧洲为代表的“政府和央行主导”模式和以日本为代表的“行业协会”主导模式等三类。近年来,我国信用服务业发展迅速,同时存在信用需求不足、信用服务市场不成熟、信用法规不完善等问题。基于“政府引导、市场运作、协会参与”的信用服务业发展思路设计,本文提出加强信用数据归集、激发信用服务需求、优化信用服务供给、强化信用服务监管等一揽子对策建议。
As a knowledge-based and technology-intensive emerging service industry, credit service industry possesses great economic and social benefits, diminishing marginal cost of business and high self-regulatory requirements. It has great potential for development. From abroad, the development of credit service mainly includes the “highly marketized” model represented by the United States, the “government-led and central-led” model represented by Europe, and the “trade association” represented by Japan. Leading mode and other three categories. In recent years, China’s credit service industry has developed rapidly. At the same time, there are problems such as insufficient credit demand, immature credit service market and imperfect credit regulations. Based on the design of the development of credit service industry based on “government guidance, market operation and association participation ”, this paper proposes a series of countermeasures such as strengthening credit data collection, stimulating the demand of credit service, optimizing the supply of credit service, and strengthening supervision of credit service.
