各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构:2003年我省夏粮生产与常年相比,产量减幅较大,人均占有量偏低,物质基础比较薄弱,再加上当前正处于防治非典型肺炎(以下简称“非典”)的特殊时期,夏粮收购面临许多新情况、新问题。为做好2003年夏粮收购工作,确保农民增收和省内粮食安全,现就有关问题通知如下:一、坚持保护价收购制度,努力掌握调控粮源。为确保我省粮食市场稳定,经研究,对省政府此前确定的关于“2003年进一步放开济南、淄博、东营、日照、莱芜、潍坊6市的粮食市场”的意见暂缓执行。2003年夏粮收购除青岛、烟台、威海3市外,其他市均作为产区继续执行国家定购和保护价收购制度。未放开的14个市粮食定购数量和保护价收购品种维持上年政策不变。有条件的市、县要结合农村税费改革,积极推行农业税征实,确保完成税收任务。国有粮食购销企业要充分发挥主渠道作用,积极敞开收购农民余粮,满足农民出售余粮的要求。
