文章针对公共图书馆公平服务问题,在对其理论服务体系、理论分析框架、学科归属、多学科视角下的公平服务、理论基础、理念来源、服务类型、制约因素、服务价值、成果引进与本土化研究等方面进行探讨的基础上,指出在理论上实现公平服务的公平性原则、差异性原则、补偿性原则是它的方向,体制转型的选择性、制度安排的合理性、制度自由与公平的选择性、制度产权的理论性是它的保障,其结论是实现公平服务的差异公平、服务与效率的统一、服务薄弱现状的改进、人的平等与发展,希望达到对公共图书馆公平服务理论的绝对性与相对性统一、动态性与静态性统一、特殊性与社会性统一的目的。
