网吧,一个全新的公共场所。它既是一个面向公众的信息集散地,又是一个利用高科技进行休闲、娱乐的消费空间,还是一个利润不菲的经营项目。它在诱惑着人们的同时,也在改变着人们的生活。近年来,网吧在信息传播、网络技术的普及以及加速文化市场成熟等方面发挥了重要的作用。然而,来自网吧的各种犯罪也与日俱增,学生因沉溺网吧荒芜了学业,甚至损害了生命的现象层出不穷。网吧,一时被视为藏污纳垢之地和新兴“鸦片”。对此,国务院于2002年11月15日实施了《互联网上网服务营业场所管理条例》,欲使网吧步入正规的经营轨道。那么,《条例》的实施真的能使网吧的问题迎刃而解吗?对于已经被网吧的无穷魅力“重度感染”的青少年来说,《条例》真的能让他们戒掉网瘾吗?面对急转直下的利益损失,网吧经营者真的能将《条例》中的禁令坚持下去吗?带着诸多疑虑,本刊组织“特别行动”,各地记者全线出击,试图探个究竟。
