传统的农村集体经济组织以财产关系为纽带将村社成员联结起来,兼具政治性与经济性职能。随着城镇化的到来,集体经济组织的管理边界发生了一些转变,城市规划区范围内的现代农村,由于特殊的地理区位、资产结构和发展水平等方面的差异性,已经完全不同于传统的以农业为主的农村地区。本文通过课题组对广东和山东两省实地调研与问卷调查,揭示了“村改居”进程中集体经济组织在产权主体、组织制度、集体资产的股份化改造、征地留用中发生的变化与问题,通过对集体经济组织的定位、与基层政权治理的关系等问题的分析,为城镇化背景下集体经济组织的改革提供有益的探索。
The traditional rural collective economic organizations link the members of the village with the property relations as a link and have both political and economic functions. With the advent of urbanization, some changes have taken place in the management boundaries of collective economic organizations. The modern rural areas within the urban planning areas have been completely different from the traditional ones because of their special geographic location, differences in asset structure and level of development, Rural areas dominated by agriculture. In this paper, the research group conducted a field survey and questionnaire survey in Guangdong and Shandong provinces, revealing the changes that the collective economic organizations took in the process of the ownership reform, the organizational system and the collective assets reform, Through the analysis of the problems, the positioning of the collective economic organizations and the relations with the governance of the grass-roots political power, this paper provides a useful exploration for the reform of the collective economic organizations under the background of urbanization.
