国有林场林地产权制度改革主要是将林地的所有权与经营权分离,通过合同这一法定形式,赋予职工承包经营权,实现林地的合理流转,从而优化林地资源配置,妥善安置富余职工,培植林场新的经济增长点。应坚持五项原则,强化合同管理,完善用工、分配等配套制度改革,逐步建立起与社会主义市场经济相适应的经营机制和管理体制。邻水县国有林场根据这种构想大胆地实践,取得了初步成果。
The reform of forestland property right system in state-owned forest farms mainly separates the ownership and management rights of forestland. Through the statutory form of contract, it empowers employees to contract the right of management and realize the reasonable circulation of forestland so as to optimize the allocation of forestland resources, properly arrange surplus workers and cultivate new Economic growth point. Should adhere to the five principles, strengthen contract management, improve the employment, distribution and other supporting system reform, and gradually establish a socialist market economy and adapt to the operating mechanism and management system. Based on this concept, Linshui State-owned Forest Farm has boldly practiced and achieved initial results.
