随着国家经济实力的增强,环境保护已经提到了重要的议事日程,水土生态环境建设作为一项国民经济和社会可持续发展的长期事业,越来越为国家重视,特别是2003年,国家东北黑土区水土流失综合防治工程项目的上马,对小流域水土流失综合治理的管理提出了更高的要求。主要表现为从传统的定性分析发展为定性、定量和定位分析;从单一要素分析过渡到多要素、多变量综合分析;从静态分析发展到动态研究,所涉及的因素不仅是多变的,而且是大量的,显然传统的人工方法不可能解决上述问题。如何改进和提高小流域水土流失综合治理现代化管理的手段,促进管理的科学化、规范化,已成为当前急需解决的新课题。
