加强农村村一级医疗卫生机构的管理,是在新形势下继续巩固和发展“农村三级医疗网”重要环节。为了使占我县人口96.5％的农民群众得到基本的医疗保健服务,结合我县实际对村级医疗卫生机构进行了整顿,我们以巩固“三级医疗网”为目的,本着“预防为主,医疗必须为广大农民群众服务”的指导思想,制定出“理顺、考核、健全、巩固、发展”的十字整改方针,把整顿工作的重点放到自我管理、自我完善、自我发展的组织建设上,取得了明显的效果。
Strengthening the management of rural village-level medical and health institutions is an important part of continuing to consolidate and develop the “three rural medical networks” under the new situation. In order to get basic health care services for the farmers who account for 96.5% of the county’s population and to rectify the village-level medical and health care institutions in our county, we aim to consolidate the “three-tiered medical network” and focus on prevention. “Medical care must serve the broad masses of peasants,” guiding principles for “rationalization, assessment, improvement, consolidation, and development” should be formulated, and the focus of rectification should be on self-management, self-improvement, and self-development. On the contrary, it has achieved remarkable results.
