陕北能源开发存在的开采无序、使用混乱及环境污染等问题一直制约着当地能源产业的发展,循环经济和陕北能源开发相互耦合成了该地区实现可持续发展的必经之路。我国出台的《循环经济促进法》为陕北能源开发建立循环经济模式提供了根本的保障,本文阐述了循环经济和陕北能源开发相互耦合的机理,分析了《循环经济促进法》中与陕北能源开发适应的原则、制度,并就陕北能源开发建立循环经济模式的具体措施与配套制度的建设进行探讨。 The problems of disordered mining, disordered use and environmental pollution in northern Shaanxi have always restricted the development of the local energy industry. Circular economy and energy development in northern Shaanxi have become the only way to achieve sustainable development in this region. The “Circular Economy Promotion Law” promulgated in our country provides a fundamental guarantee for the development of circular economy in northern Shaanxi. This paper elaborates the mechanism of mutual coupling between circular economy and energy development in northern Shaanxi, and analyzes the relationship between the Circular Economy Promotion Law North Energy Development and Adaptation of the principles and systems, and to develop energy-saving circular economy in northern Shaanxi to establish specific measures and supporting system construction to explore.
