在气候变化的背景下,随着北极地区气温的逐步升高,使得矿产资源等更易被开发和利用。这不仅带来生态环境问题,也对居住在这一地区的萨米人构成威胁和挑战,并对萨米人一百多年来的民族权利运动产生了影响。本文通过对瑞典北博滕省约克默克市卡拉克地区萨米人的调查,剖析了当代萨米人民族生态权利运动的背景、现状和未来发展趋势,提出在气候变化与土著民族的相关政策制定及研究中应当关注民族生态权利,只有当土著民族的民族生态权利保障框架清晰及其实施措施明确以后,才能更好地实现符合土著民族自身价值观的可持续发展。
In the context of climate change, with the gradual temperature rise in the Arctic, making mineral resources more easily developed and utilized. This not only posed ecological problems, but also posed threats and challenges to the Sami people living in the region and affected the Sami people’s movement for national rights over the past hundred years. This paper analyzes the background, present situation and future development trend of contemporary Sami people’s ecological rights movement through the investigation of the Sami people in the Karak area of Yorke Merck, in the province of Norrbotten, Sweden. It proposes that the relevant policies of the climate change and indigenous peoples The formulation and research should pay attention to the national ecological rights. Only when the framework of guaranteeing the national ecological rights of indigenous peoples is clear and the implementation measures are clear, will the indigenous peoples be better able to achieve sustainable development in line with their own values.
