俄罗斯联邦标准化立法经历了绝对强制性标准、强制标准、自愿标准为主与强制标准为辅和自愿标准四个时期。2015年颁布的《俄罗斯联邦标准化法》以自愿标准为原则,改革和完善了标准化管理工作体制和机制,为标准化工作的科学化和民主化奠定了基础。标准化法律除了国家标准化体系文件,还有全俄技术和信息分类、团体标准和技术条件、规范汇编以及强制性标准化文件等多样化的标准种类。法律保障所有利害关系人参加标准化文件的制定,将标准交由市场主体制定。国家的主要任务是对标准进行统一协调和监督,以此引领俄罗斯社会经济的发展,引导俄罗斯积极参与国际标准、地区标准和国家间标准的制定,争取国际标准的话语权。
The Russian Federation standardized legislation has undergone four periods of absolute mandatory standards, mandatory standards, voluntary standards and mandatory standards, and voluntary standards. The Standardization Law of the Russian Federation promulgated in 2015, based on the principle of voluntary standards, reforms and improves the system and mechanism of standardized management work, laying the foundation for the standardization and democratization of the work. In addition to the national standardization system documents, standardization laws include a wide variety of standard types of technical and information classification, group standards and technical conditions, compilation of codes, and mandatory standardization documents. The law ensures that all stakeholders participate in the development of standardized documents and that the standards be set by market players. The country’s main task is to harmonize and supervise the standards so as to lead the social and economic development of Russia and to guide Russia to actively participate in the formulation of international standards, regional standards and inter-state standards and fight for the right of international standards.
