Since 1982, China’s construction industry has piloted and gradually implemented the “one hundred yuan output-wage-pay package approach,” which embodies the principle of “distribution according to work” in socialism so that enterprises are both motivated and energetic as well as under pressure. Take Shandong Province as an example. In 1986, construction output reached RMB888.61 million, an increase of 58% over 1984. Labor productivity increased by 43.2%, profits by 52.3% and average wage income by workers by 32.2%. Many enterprises and people are still those people. However, as a result of the change in distribution method, the output value has risen linearly and the completed area has risen sharply.
