The process of urbanization has led to the emergence of a new group of mainly young people in small and medium-sized cities. Members of this group are predominantly rural, who are called “marginalized” because of the marginalization of social roles and status. As a result, many unstable factors are generated in urban areas and have certain relations with the marginalized people themselves. This paper analyzes the necessity and possibility of “marginalized people” as the factors of urban stability and puts forward three suggestions: 1, protecting the legitimate rights and interests of young migrant workers; 2, caring about the life of “marginalized people”; 3, calling for the timely intervention
