The two most commonly used terms, “cut-off” and “as of”, are more frequently used in newspapers, radio broadcasts and some materials. However, some people use these two words properly, while others are not used properly. The use of “cut-off” places has become “as of”; and the use of “cut-off” place, but has become a “cut-off”, thus affecting the accurate expression of meaning. For example, on October 12, 1993, Xinhua Daily Telecom said in its article entitled “RMB savings of RMB100bn in bank deposits”, said: “As of the end of September, the balance of RMB savings deposits of the Bank of China has reached 100.2bn”; and the same The day’s “Economic Daily” said in its article entitled “Bank of China Renminbi Savings Breaks One Hundred Thousands of Dollars,” said: “As of the end of September, the balance of RMB savings deposits of the Bank of China has exceeded 100 billion.” The two statements the same thing, I think “Xinhua Daily Telegraph” newspaper used accurately, and “Economic Times” used inaccurate. “Modern Chinese Dictionary” release “cut-off” said: (to a certain period) to stop. Means the action is no longer the action forward, to the deadline to stop the meaning. And release “as of” is: until (sometime). It means that the action and behavior is not over,
