目前中国光伏发电产业面临着机遇与挑战并存的局面,光伏项目的高成本、贷款担保等资金问题依然是制约发展的主要瓶颈。本文介绍了美国的光伏发电融资模型,除了传统的大规模电网系统购电协议模型和中小型业主所有制模型,重点介绍了第三方融资模型,包括第三方租赁模型、第三方购电协议模型、金融市场竞标式融资模型和分散投资社区化融资模型,讨论了美国光伏发电融资模型对中国光伏发电市场发展的借鉴意义并提出相关政策建议。 At present, China’s photovoltaic power generation industry is faced with the coexistence of opportunities and challenges. The high cost of photovoltaic projects and the guarantee of loans are still the major bottlenecks restricting development. This paper introduces the financing model of photovoltaic power generation in the United States. In addition to the traditional large-scale grid purchase agreement model and the ownership model for small and medium-sized owners, this paper introduces the third-party financing models including the third-party leasing model, the third-party purchase agreement model, Market bidding financing model and decentralized investment community financing model. The paper discusses the reference significance of the US PV financing model for the development of China’s PV power generation market and puts forward relevant policy recommendations.
