2002年2月14日,美国的一位名叫纳德勒的参议员向国会提出代号H.R.1010的提案,具体内容是:“美国海岸警卫队必须派出集装箱运输安全检查员,在至少离开美国海岸线200海里外的地方,登上每一艘载有在其它国家港口装船的,出口到美国的集装箱货物的、正在驶向美国卸货港口的集装箱船舶,进行强制安全检查”。在他看来,不久前才开始执行的美国海关“24小时提前申报舱单”的规定已经不能满足美国对进口集装箱安全的要求。这位议员的提议可以概况为一句话:“每一只向美国出口的集装箱都值得怀疑,每一个向美国出口货物的托运人、生产厂商、经纪人、承运人、船长、船员都值得怀疑”。
On February 14, 2002, a U.S. Senator named Nadler proposed to Congress a code number of HR1010 that reads: “The United States Coast Guard must dispatch container transport security inspectors at least to leave the U.S. coastline At 200 nautical miles aboard, every container carrying a container cargo destined for the United States and loaded on a port in another country that is heading for the unloading port of the United States carries a mandatory safety inspection. ” In his view, the U.S. Customs’s “24-hour advance declaration manifest”, which was not implemented until recently, can no longer satisfy the U.S. requirements for the safety of imported containers. The MP’s proposal can be summarized as follows: “Every container that exports to the United States is doubtful that every shipper, manufacturer, broker, carrier, master and crew member who exports goods to the United States is questionable” .
