长江航运体制问题已引起国务院和交通部领导的高度重视。朱镕基副总理最近明确要求办好这件改革大事。交通部已将其列为今年5项重点工作之一,并成立了由副部长刘松金任组长的改革协调领导机构。 1983年来,长航体制打破独家经营,总运量从10年前的5000万吨增加到2亿多吨。但由于实施的不配套,以及一些具体措施本身的局限性,长航多年积累的矛盾未能根本解决,并产生了诸多新问题,严重阻碍了港口的发展。
The issue of the shipping system in the Yangtze River has drawn great attention from the leaders of the State Council and the Ministry of Communications. Vice Premier Zhu Rongji recently explicitly requested that this reform event should be handled well. The Ministry of Transportation has listed it as one of the five key tasks this year and set up a reform and coordination leading body headed by Vice Minister Liu Songjin. Since 1983, CSA has broken its exclusive operation and its total volume has increased from 50 million tons 10 years ago to more than 200 million tons. However, due to the lack of implementation and the limitations of some specific measures, the contradictions accumulated by CSA over the years have failed to be fundamentally resolved and many new problems have emerged that have seriously hindered the development of the port.
