积极推进经济体制和经济增长方式的根本转变,是今年“两会”的一个热门话题。因为实现这两个转变既是今后15年奋斗的目标之一,又是实现15年发展目标的一个重要指导方针。当人们谈起这“两个转变”时,往往要联系到干部作风的转变。全国政协委员王郁昭说,“干部作风不转变,‘两个转变’难实现”。此话一出,立即在会场内外引起了强烈共鸣。 人们把这二者联系起来,其中原因不难理解:政治路线确定之后,干部就是决定的因素。当前,宏伟蓝图已定,能否落到实处,关键取决于把群众的积极性充分调动起来并使之得到合理发挥。那么,当前干部工作作风中影响群众积极性充分发挥的主要问题是什么?各级干部的工作作风怎样才能适应“两个转变”的需要?记者就此展开了专题采访。
