面对创新社会治理体制、提高社会治理水平的改革任务,救助管理机构需健全工作中的沟通与响应机制,以充分发挥其社会功能。以北京市救助管理事务中心及下属单位为例,针对流浪乞讨人员救助和未成年人救助保护工作,目前在救助政策的上传下达和社情民意的下传上达方面均存在不足,需提高设施条件、健全制度规范与落实。救助管理机构应充分引入社会力量参与救助工作,不断丰富沟通的形式与渠道,优化和完善诉求信息的管理、反馈、跟踪和督促机制。
