十一届三中全会后,我国的公民参与取得了可喜的成绩,“参与”、“治理”和“善治”等词语成为了时代流行词汇。基层社会治理是关乎每一位公民的切身利益的大事,其极为迫切的需要广大公民的积极参与。但是在我国西北民族地区,公民的社会治理参与度并不高,这不仅是公民自身的原因,更重要的还是政府及制度的深层原因所致。只有提高公民参与社会治理的热忱度,才能更好的实现现代民主政治。本文通过对西北民族地区的历史、地理、经济、法律、宗教文化等的分析,深入探讨基层社会治理中公民参与度不高的原因,并提出扩大公民正常、有序参与社会治理的建议。
After the Third Plenary Session of the Eleventh Central Committee, the citizen participation in our country has made gratifying achievements. The terms “participation” Social governance at the grassroots level is a major event that concerns the immediate interests of every citizen, and it urgently needs the active participation of the broad masses of citizens. However, in our country’s northwest ethnic minority areas, citizens’ participation in social governance is not high. This is not only the reason for the citizens themselves, but more importantly, the deep reasons of the government and the system. Only by enhancing the enthusiasm of citizens to participate in social governance can modern democratic politics be better realized. Based on the analysis of the history, geography, economics, law and religious culture of the northwest ethnic minority areas, this paper probes into the reasons for the low level of citizen participation in the grassroots social governance and puts forward suggestions to expand the citizens’ normal and orderly participation in social governance.
