当代西方政府行政改革的基本趋势是形成一种治理型公共行政模式,即政府、公共组织、私人机构及社会个人协同承担公共事务。治理型公共行政是政府对经济全球化及网络科技迅猛发展的回应,是政府管理方式的又一次突破。虽然这种模式只是初具雏形,但已在实践中起了积极的作用和深远的影响,这对于我国政府行政特别是中国加入,WTO之后行政体制的改革和创新具有一定的借鉴意义。 The basic trend of contemporary Western government administrative reform is to form a mode of governance of public administration, that is, government, public organizations, private organizations and individuals in the community undertake public affairs together. Governance-based public administration is the response of the government to the economic globalization and the rapid development of network science and technology. It is another breakthrough of the government management. Although this model is only beginning to take shape, it has played an active and far-reaching role in practice. This is of some reference to the reform and innovation of the administrative system in our country, especially after China joins the WTO.
