从2004年开始,为抑制过快上涨的房价,各地政府相继出台了一些地方性的政策措施,大体有以下内容:1.实施预销售合同网上备案登记针对商品房销售中买卖双方信息不对称、开发商隐瞒预销售情况等行为,上海、无锡等城市规定,全市新建商品房的预销售行为都必须进行合同的网上备案登记。开发商在申请办理预售许可证的同时,必须申报所有楼盘信息,向市房地产交易中心办理网上公开手续,所有市民都可以在网上公开查询在售楼盘销售进度。这对于规范预销售行为、正确引导投资与消费发挥了重要作用,这一政策还对其他地区起到了示范效应,一些城市随后也开展了网上合同备案登记制度。
