As the main raw material of electricity and metallurgical industry, coal has always been an important strategic energy resource. It occupies an irreplaceable position in China’s primary energy structure for a long time. Although China is a big coal-producing country, coal output even reached 1.6 billion tons in 2003, setting a record high. However, the booming development of power, steel, fertilizer and other industries made the demand for coal rapidly increase, resulting in a shortage of coal in the domestic market. Imported coal has become an important channel to ease the contradiction between supply and demand. According to the statistics of Shanghai Customs, the coal imports from Shanghai Port in 2003 were 1.55 million tons, an increase of 1.3 times over the same period of 2002 (the same below), and the average price of imports rose by 28.3%. However, since 2004, the total volume of coal imports in Shanghai ports has not seen any significant increase. In January, the volume of imports was only 127,000 tons, down 31.2% over the same period of last year.
