《上海市档案条例》(以下简称《条例》),是我国第一部由省级人大常委会制定颁布的地方性档案法规。建立实施重点档案登记监管制度,是《条例》的一大创新和一大特色,《条例》第十七条至十九条对此作了规定。本文试就建立重点档案登记监管制度的若干问题谈点认识。 The Shanghai Archives Ordinance (hereinafter referred to as the “Regulations”) is the first local archival code promulgated by the Standing Committee of the provincial people’s congress in our country. Establishing and implementing the system of supervision and administration on the registration of key archives is a major innovation and a major feature of the “Regulations,” which are stipulated in Articles 17 to 19 of the “Regulations.” This article tries to talk about some problems in establishing the regulatory system of key archives registration.
