目前有没有“国进民退”、如何对待“国进民退”的问题变得扑朔迷离。在改革开放的背景下,国有企业与民营企业相互注资与兼并,其实是市场经济运行的常态。“国进民退”与“民进国退”问题争议的深层次矛盾是对基本经济制度的不同看法。国有经济的主导作用若丧失,则社会主义基本经济制度也就形同虚设,这不是整个社会希望看到的。房地产业的高价与泡沫,是一个从中央到地方、从政府到市场需要综合治理的问题,绝不是国有企业退出房地产业所能解决的。国有企业活力的关键在于推进改革,使企业真正成为市场经济中自主运行的主体。在金融危机滋生贸易保护主义的背景下,中国的国企与民企当合力打好“组合拳”。

The high prices and bubbles in the real estate industry are a problem that requires comprehensive management from the central government to the local government and the market. It is by no means a solution that the state-owned enterprises can withdraw from the real estate industry. The key to the vitality of state-owned enterprises lies in advancing reforms so that enterprises can truly become the mainstay of autonomous operation in a market economy. Under the background of the trade protectionism brought by the financial crisis, China’s state-owned enterprises and private-owned enterprises should make concerted efforts to foster “combos”.
