在我国工业化进程中,发达地区率先发展,人民生活水平大幅提高,经济实力显著增强。然而,如何避免经济发展与环境破坏双重“增长”现象,如何推进发达地区的可持续发展,亦即如何解决环境与发展的矛盾。文章对苏州发展低碳经济的政策立法现状作深入分析,指出强化地方立法是发展低碳经济的重要推动力量和制度保障。 In the process of industrialization in our country, the developed areas took the lead in development, the living standards of the people were greatly improved, and the economic strength was significantly enhanced. However, how to avoid the double “growth” phenomenon of economic development and environmental destruction and how to promote the sustainable development in developed areas, that is, how to solve the contradiction between environment and development. The article makes an in-depth analysis of the status quo of the policy and legislation on the development of low-carbon economy in Suzhou and points out that strengthening local legislation is an important driving force and system guarantee for developing a low-carbon economy.
