Compared with the previous Chinese immigrants from Canada, new immigrants from Canada between 1980 and 2001 showed obvious heterogeneity. In the history of Canadian immigration, the changing characteristics of Chinese immigrants reflect not only the Canadian immigration policy but also the immigration policy. The heterogeneity of Chinese new immigrants is closely related to the Canadian government’s immigration choice policy. In addition, the characteristics of the phased flow of Chinese new immigrants are created by the special thrust factors in the history of Chinese immigrants. Different ethnic groups have different social and human capital differences. The phased flow of different Chinese immigrant groups leads to the heterogeneous nature of Canadian Chinese newcomers. Canadian immigration policy and the immigration of Chinese immigrants phase flow together, on the heterogeneity of new Chinese immigrants in Canada had a dual impact on heterogeneity.
