党的十六大提出要对东北老工业基地进行改造和调整,这是东北地区发展的新机遇.老工业基地改造,要用市场机制配置资源,而不能靠政府手段配置资源,这是一个重大体制性创新.东北老工业基地的改造和调整,要用可持续发展的新思想、新机制,破除在改革进入攻坚阶段遇到的一些深层次的结构性矛盾和体制性障碍.
