在影视产业领域,存在国家、市场和市民三种话语结构。无论哪种社会制度,在文化政策上都使用过国家干预手段,但影视强国国家干预的着力点都在宏观层面。国家干预应有疆界,政府不能公司化,不应亲自操作文化项目。在影视产业领域,全球化某种程度上说就是好莱坞化,世界许多国家都在抵制好莱坞。中国应该利用合理游戏规则,巧设市场准入门槛,以保护民族电影产业。目前中国的电影产业政策尚处于初级形态。中国电影管理层还在“事业”和“产业”之间纠结徘徊,并常常潜意识地偏向于“事业”。中国电影产业政策急需调整。
In the field of film and television industry, there are three discourse structures of country, market and citizen. No matter what kind of social system, have adopted the means of state intervention in cultural policies, but the power of state intervention in film power is at the macro level. National intervention should have boundaries, the government can not be corporatized, and cultural programs should not be manipulated. In the field of film and television industry, globalization is, to a certain extent, Hollywood-oriented, and many countries in the world are boycotting Hollywood. China should make use of reasonable rules of the game and strategically set the threshold for market access in order to protect the national film industry. At present, China’s film industry policy is still in primary form. Chinese film management is also tangled between “career ” and “industry ” and often subconsciously prefers to “cause.” China’s movie industry policy urgently needs adjustment.
