本刊讯财政部近日出台《法治财政建设实施方案》(简称《方案》)。《方案》明确,要完善政府采购制度体系,贯彻落实“十三五”规划提出的要求,健全优先使用创新产品、绿色产品的政府采购政策。《方案》提出,推进政府购买服务改革,在中央和地方全面实行政府购买服务改革,建立健全政府购买服务目录管理制度,把应实行政府购买服务的预算支出事项全部纳入目录,到 Ministry of Finance recently issued the “rule of law and fiscal construction implementation plan” (referred to as “program”).
