以北京市工业园区工业地价为例,通过建立博弈模型和成本——效益分析法阐述工业地价的形成过程和机理,并找出目前工业地价管理中存在的问题及影响因素。从各工业园区政府的博弈关系和成本——效益的角度看北京市工业园区工业地价的影响因素主要是园区区位、工业园区产业性质和产业集聚度、协议出让土地所占比重、各工业园区的政策。另外,博弈在普通工业园区工业地价的形成中起主要作用,而国家级经济技术开发区工业地价主要是根据工业用地的成本效益确定,完善现行工业用地政策体系应当从多种途径着手。
Taking the industrial land in Beijing Industrial Park as an example, this paper elaborates the forming process and mechanism of industrial land price by establishing a game model and cost-benefit analysis method, and finds out the problems and influencing factors in current industrial land price management. From the perspective of the game relationship and cost-benefit of each industrial park government, the main influencing factors of the industrial land price in Beijing Industrial Park are the location of the park, the nature of the industrial park and the degree of industrial agglomeration, the proportion of the land transferred for the agreement, policy. In addition, the game plays a major role in the formation of industrial land prices in ordinary industrial parks. However, the industrial land prices in national economic and technological development zones are mainly determined according to the cost-effectiveness of industrial land. Perfecting the current industrial land policy system should start from many ways.
