从某种意义上说,资金就是生产力,科技离开金融就不能完成向生产力的转化,企业离开金融就会因“贫血”而死亡。目前国际金融界向中国大量渗透,迫使中国银行界加速金融体制的改革。银行界如不去研究当前面临的金融形势,就有可能面临破产的险境。随着专业银行向商业银行的转化,在一定程度上改善了银行信贷的方式,银行界改革需要有慧眼的金融家。我国已有的资金渠道,如财政拨款、贷款、企业自筹等等,由于受体制和机制的制约,能够投入到科技成果转化,特别是高新技术成果转化中的资金十分有限,由于缺乏可靠的融资渠道,大批技术水平高、市场前景好的项目,就不能迅速地实现商品化、产业化,科技资源浪费非常严重。目前我国的科技成果转化率不足20%,远远低于发达国家60—80%的水平,在这种背景下,今年5月15日第八届全国人民代表大会常务委员会第十九次会议通过了《中华人民共和国促进科技成果转化法》,此法已于1996年10月1日正式实施。该法明确指出:“国家金融机构应当在信贷方面支持科技成果转化,逐步增加用于科技成果转化的贷款”。表明信贷在支持科技成果转化中的作用。当今中国要实现科技兴国跨世纪的战略,金融部门将起到主力军的作用。

At present, the conversion rate of scientific and technological achievements in our country is less than 20%, far below the level of 60-80% in developed countries. Under this background, the 19th meeting of the Standing Committee of the Eighth National People’s Congress on May 15 this year The “Law of the People’s Republic of China on Promoting the Transformation of Scientific and Technological Achievements” was enacted on October 1, 1996.
