量化管理方法是质量问题发生后结合工期和经济因素,调查分析质量问题成因,按等级分类,合理界定处理权限,按照一定程序对质量问题进行综合处理,以期达到损失最小的方法。随着居民消费水平的不断提高和一户一验标准的实施,业主对房产品质要求也更加苛严。房地产业在工序质量(产品)、工期、造价成本方面如何平衡考虑,鉴于目前以定性为主,并未作量化。笔者结合从业经历,对建筑工程的参建方—建设单位、施工单位、监理单位在管理过程中对土建工程质量问题如何进行量化管理作如下探讨。(注:施工单位、监理单位指项目机构,工程部指建设单位管理现场直接机构,下同。)
Quantitative management method is the quality problems after the combination of construction time and economic factors, investigation and analysis of the causes of quality problems, according to the level of classification, a reasonable definition of treatment authority, in accordance with certain procedures for quality problems comprehensive treatment, in order to achieve the least loss. With the continuous improvement of residents’ consumption level and the implementation of a test standard, property owners are also demanding more stringent quality requirements. The real estate industry in the process of quality (product), duration, costs and how to balance the consideration, given the current qualitative, not for quantification. Based on the experience of the author, the author discusses the following aspects of how to carry out quantitative management on the quality problems of civil works in the process of management by the constructor, construction unit, construction unit and supervision unit of the construction project. (Note: The construction unit and supervision unit refer to the project organization and the project department refer to the construction site management direct agency, the same below.)
