The general idea of agricultural mechanization work throughout the province takes the spirit of the Third Plenary Session of the 15th CPC Central Committee and the Seventh Plenary Session of the Seventh Provincial CPC Committee as its guiding ideology to implement the Circular No. [1999] No.1 of the Hunan Administration on Accelerating the Development of Agricultural Mechanization, As an opportunity to develop agricultural productivity, promote agricultural modernization and increase farmers’ incomes by increasing agricultural output, implement the strategy of rejuvenating science and education, pay close attention to scientific research and speed up the development of science and technology.
