目的〕 研究开发一套较为完善的船舶检验检疫计算机网络化管理系统 ,以提高船舶通关速度和强化检验检疫的监督力度。〔方法〕 以船舶入境检疫远程申报、卫生监督 (ASP)和船舶检疫收费 (VB)为开发平台 ,WINNT4 0或更高 +IIS作为服务器软件联合开发了基于因特网的TCP/IP协议的应用软件。〔结果〕 上述软件的开发应用使船舶的报检、审批、检疫监督、档案管理、收费、业务统计等工作形成完善的网络化系统。不仅能够有效的提高工作效率 ,而且能够促进船舶检验检疫工作的规范化、程序化。〔结论〕 由于本系统具有广泛的通用性 ,能在全国海港口岸船舶检验检疫工作中得到普及 ,将进一步增强检验检疫机关的执法力度 ,适应入世后大通关的需要
Objective] To research and develop a relatively complete computer networked management system for ship inspection and quarantine to improve the speed of ship clearance and strengthen the supervision of inspection and quarantine. [Methods] The application software of TCP / IP protocol based on Internet was jointly developed with WINNT40 or higher + IIS as the server software with the platform of ship quarantine and remote inspection, health supervision (ASP) and ship quarantine charging (VB) as the development platform. [Results] The development and application of the software described above resulted in the formation of a complete networked system for the inspection, examination and approval, quarantine and supervision, archives management, charging and business statistics of the ship. Not only can effectively improve work efficiency, but also to promote the work of the ship inspection and quarantine standardization, procedures. [Conclusion] Due to its wide versatility, this system can be popularized in the inspection and quarantine work of ships in the seaports of the whole country, and will further enhance the law enforcement of the inspection and quarantine authorities so as to meet the needs of major clearances after the accession to the WTO
