当今世界,经济竞争力的关键是人才的竞争。在经济全球化背景下,国际人才竞争日益成为决定各国走向世界命运的重要因素。人才资源作为一国重要的战略资源愈来愈受到世界各国政府的高度重视,它决定着一个国家综合国力的强弱和国际竞争力的高低。随着人才竞争日渐国际化,发展中国家的人才大量流向发达国家,中国同样面临着这个严峻现实的考验,因此,如何采取有效措施,切实规避人才流失风险,对中国未来经济社会发展具有重要的现实意义。
