消费体察是对商品和服务的社会监督的有效形式之一,通过体察发现问题,向企业提出整改要求,向有关政府提出建议和意见,向消费者发布消费提示,从而促进企业规范经营行为,保护消费者的合法权益。在医疗卫生管理工作中实现“以人为本”,首先必须了解“人”。在医疗服务中,“人”应被分为两个方面,即“需方”——患者,“供方”——医务人员。这是特点和需求完全不同的两个群体。
