本文通过对哈尔滨市小产权房的现状和市场特点进行分析,对小产权房纳入到租赁型住房保障体系的管理制度和实现途径进行了设计,提出了通过一定的制度设计将小产权房纳入到城市住房保障体系中,不仅可以降低小产权房的法律风险,保障所有者利益,而且可以为保障性住房市场提供更多房源,满足城市中低收入人群的住房需求,增加社会福利,在一定程度上推进城市住房保障制度的发展;同时,将现有的存量小产权房纳入到城市住房保障体系中,可以减少保障性住房的新建数量,对节约城市建设用地和减少政府财政支出等都具有重要意义。
