自2010年7月8日开始,最大范围的强降雨天气袭击着中国内地长江沿线10省市。来自国家防汛抗旱总指挥部办公室的统计,强降雨已造成长江沿线10省市局部地区遭受洪涝灾害,累计造成直接经济损失约86亿元人民币。但根据灾难经济学原理,世界上一切灾难,包括战争、地震、洪涝、瘟疫等都有两重性。就中国而言,眼下的强降雨同样具有灾害经济学利弊两重性的特点。
Since July 8, 2010, the largest area of heavy rainfall has hit 10 provinces and cities along the Yangtze River in mainland China. Statistics from the office of the State Flood Control and Drought Relief Headquarters show that heavy rainfall has caused floods and disasters in some 10 provinces and cities along the Yangtze River, causing a total direct economic loss of about 8.6 billion yuan. However, according to the principles of disaster economics, all disasters in the world, including wars, earthquakes, floods and plagues, have the dual nature. In the case of China, the current heavy rainfall is also characterized by the duality of the advantages and the disadvantages of disaster economics.
