灵宝县地处豫、陕、晋三省交界,该区的小秦岭矿区黄金资源丰富。自1976年开采以来,经过15年的艰苦奋斗,依靠自我积累、自我改造和滚动发展,现已拥有13个地方国营金矿企业,日采选能力1675吨;28座乡镇集体矿山,日采选能力875吨;全县年产金从1980年的上万两,发展有1991年的15.7万两,平均每年以万两以上的速度递增,已成为我国第二产金大县。 一、建立企业集团公司,强化行业管理职能 1990年前,灵宝县黄金生产管理体制,基本上是“条块分割,多头领导”。这种管理体制的主要弊端是:(1)政出多门,宏观失控。参与黄金生产管理的部门多达“三委七局一行”。这些部门因政企不分,职责不明,利益不同,相互重叠,相互牵连,遇到问题,推诿扯皮,久拖不决,办事效率不够高,造成黄金生产上的宏观失控,出现混乱现象。譬如,对乡镇集体办
